FEI publishes proposals rule changes 2022
The FEI has published the proposed rule changes per 1 January 2022. These proposals will be accepted or rejected during the 'hybrid’ FEI General Assembly in Antwerp from 14 to 17 November.Via this link you will find a summary of the proposed changes to the Driving & Para Driving Rules together with the corresponding explanations, the comments received as well as the reasoning for accepting or not accepting each proposal. We have highlighted several of them:
- To become a 3* competitor you have to complete minimum three different CAI2* competitions.
- Young Drivers class becomes U25 class (16-25 years).
- At least four (4) NFs must have been entered in the Definite Entries of the Para Driving Championship for it to be considered a Championship.
- In CAIOs and Championships, the Chefs d’Equipe must declare, in writing, the composition of the team, chosen from the first nominated entry list.
- In Cones, Grooms must remain seated on their dedicated seat.
- During Cones, it is compulsory for all persons to wear a properly fastened protective Headgear.
- An FEI veterinarian must examine all Horses arriving at the Event venue and collect their Passports, before they are allowed to enter the stables.
- The first horse inspection is conducted by the President of Ground Jury and the Veterinary Delegate
- For CAI, CAIOs and Championships, Dressage or Marathon Carriages of the appropriate widths and weights are permitted.
- Solid rubber or pneumatic tires are only permitted in CAI 1* events and Para Driving.
- Minimum weight horse four-in-hand marathon carriage: 500 kg
- Minimum weight horse pair marathon carriage: 300 kg
- Minimum weight pony pair marathon carriage: 200 kg
- Starting order for Dressage for CAIOs and Championships: The starting order will be a physical draw, held in the presence of the President of the Ground Jury and the Technical Delegate and open to Chefs d’Equipe.
- Starting order for Marathon for CAIOs and Championships: The Athletes will go in reverse order of the results in the previous Competition(s).
- The Driven Dressage arena must be 80m x 40m for all classes. This rule applies for the horse four-in-hands as per 1 January 2023.
- Before the Start of Section B, a marathon-type obstacle for preparation purposes, situated on a separated area, must be provided. Each Athlete may use that Obstacle for 2 minutes maximum.
- At the end of the Section B, a Cool Down area (Arena, Loop or track) of minimum 800 m and maximum 1200 m must be installed. The In-Harness examination must be performed between ten and fifteen minutes after the Athlete has entered the cool down area.
- A 15 minute window must be observed between the end of the Cones inspection and the first start.
- Electronic timing including a digital display must be used in the Cones competition at all events.
- In the Cones competition, the allowed time cannot be changed anymore.
- As of 1 January 2022, the FEI can, with the prior agreement of the relevant Organising Committee, apply a new scoring system on a trial basis at selected CAI*, CAI2* and CAI3* (excluding FEI World Cup Qualifiers) events. Where an Event has been selected for the trial of the new scoring system, the Schedule of the Event must make it clear that the new scoring system will be used at the Event.
The details/explanation of the new scoring system will be published on the Driving page of inside.fei.org. The FEI, in consultation with the FEI Driving Committee, can make revisions to the new scoring system from time to time provided that any changes must also be published on the Driving page.
If the FEI Driving Committee and the FEI decides that the trial of the new scoring system has been successful, it will be proposed for inclusion in the FEI Driving Rules 2023. - Medical Information:
The telephone number of an accompanying person/next-of-kin must be provided to the Event secretariat upon arrival.
Athletes with medical conditions that may be relevant in the case of a medical emergency are responsible, at every Event when Driving, for wearing a medical data carrier 9in English).
